Need window replacement horror advice

After measuring and ordering new windows, a contractor installed (top name) windows throughout our home.
The first wInter, utility company suggested energy audit due to quadrupled utility use. When report arrived, extreme problem with new windows. Utility company suggested I place rope caulking around all windows plus window film throughout home.
I called contractor who immediately said ‘your (top name) windows are defective.
I called city inspector. No inspection on file for windows as NO PERMIT pulled. Know that many projects completed simultaneously in this reno. and multiple inspectors in and out during project.
Inspector rightfully irritated.
A meeting organized with inspector,(top name ) wIndow manufacturer, supplier rep and contractor. Inspector required contractor to remove new trim from several windows.
Hiding behind new trim were several surprises:

  1. I had window inserts, not replacement windows
2)inserts were too large and had been ‘made to work, cracked frames. Too wide, yet too short for opening.
  2. insufficient insulation
4)little and some areas no caulking around wIndows
Note : contactor apparently not familiar with order process whatsoever. Our custom patio doors arrived, but all opened wrong direction and had to be reordered. In addition he ordered two extra wIndows.
After this inspection, city failed the windows, in writing. The (top name) window company rep told me by telephone that I needed all new wIndows. He gave me name of capable window installer from whom I ordered replacement patio doors and had them installed.
Original contractor bully that he is, threatened to get Inspector fired, made lots of noise to (top name) wIndow company. Window company wrote letter saying they would warranty the wIndows. The city then passed windows after more bullying by contractor. Then contractor filed a lien on my property for payment in full of ‘windows’. Now the (top name )window company stated they will NOT warranty the windows if incorrectly installed. But they refuse state in writing that windows are incorrectly installed, because ‘they don’t get involved in these issues.’
Does anyone know of a window expert whom I can hire to inspect and confidently tell me if wIndows installed correctly?? Any ideas??
