You want to get healthy, young basal growth coming from those bushes. Pruning them back to 12-16", no more, in spring, when the forsythias and daffodils start blooming is the time to prune.

So sorry! I know I should list that! I’m in western Oregon. Apparently zone has just changed from 8b to 9a. I’m about 80 miles south of Portland, so no metro area to speak of.
