Sound insulating wrap

Insulation in walls and ceiling would help, rockwool is very good for dampening sound. RC channel on the ceiling before sheetrock would also be good for top to bottom floor sound transmission. We insulated a laundry room wall, one layer of sheetrock, green glue, and another layer and it has worked well.

You might want to consider Sonopan, sold at Home Depot, beneath the drywall. Here are some videos:

Your contractor is either an idiot or simply doesn't want to be bothered to do more work.

"Code" requirements in general are the minimum construction techniques and materials that need to be used or met in specific places or for specific construction features for safety, functionality and structural adequacy. Sound deadening material is very commonly used surrounding media rooms or for ceilings of noisy places under bedrooms, just as an example. "Code" requires neither.

Your drain lines are plastic and do indeed make noise. Sound insulating material around them will damper the problem.
