Why does it need anything?!

Since there appears to be a covered porch on the other side of the windows I agree with Jan, I don't think the windows need anything unless they face west and you get glaring, late afternoon sun coming in.

You do need inside mount window coverings...period. If you do outside mount, you will destroy the complete window design and integrity. An outside mount will also interfere with your trim on the ceiling. You do need minimalistic shades that open bottom-up and top-down, have no header and are light filtering. In your case you would leave the top portion open because this is where you get the most light.
