Marble is metamorphosed limestone mostly made of calcite (or calcium carbonate CaCO3) plus a few other minerals here and there, maybe a little mica, and iron oxides. Vinegar does not hone anything, it etches marble, chemically dissolving the calcium carbonate in the stone into calcium acetate, carbon dioxide, and water.

Purposeful acid etching has been used for ages to get rid of the shine of polished marble and provide a surface that will mask unintentional etches. The Italians typically crushed tomatoes on their new marble for this purpose, the Greeks used lemons. Modern fabricators use muriatic acid

Honing marble involves grinding the surface and mechanically removing the top layer of polished stone. It is actually part of the polishing process, although when polishing you move to finer grit abrasives.

What you have on your table appears to be a stain. Before you do anything else, try removing the stain with a poultice. Mix flour into soapy water to make a thick paste. Slather that paste on the stained stone and cover with plastic wrap. Leave it anywhere from 1 hour to over night, then wash it off with water and a sponge. If the stain doesn’t come off, honing might remove it. Etching? Not sure. You probably want to seal this after you acid wash it so it doesn’t stain again. Good luck. Let us know how it goes.
