It is a type of Nostoc algae (aka witch's jelly), technically a form of cyanobacteria. Although unsightly and just a bit gross, it is harmless to plants and actually has a number of beneficial uses.

It can be scraped off with a rake but on something like a gravel drive or walkway, a home and garden algae or moss remover would be more effective and efficient.
