I did it successfully in NJ, in December, so it should work for you! I found mine on a street in Key Biscayne, planted it halfway deep in a sandy soil and left it in a sunny, hot southern window. Planted in late July, it rooted in December. So, they do that time. I don';t think the crack matters.

If the crack is deep enough to allow the actual coconut milk to leak out, then no, that would not be a viable coconut. Shake the coconut to make sure there is milk inside. Also, it looks a bit too green to me. Get yourself the most mature ones -- husk is usually brown -- but that may depend on variety somewhat. Sometimes you can find them already sprouting. Consistent heat and humidity best contribute to successful germination.

I agree, definitely don't pick a green one. If it's fallen down green (immature) then something may have happened to it and it may not be viable. If you shake a coconut and hear 'water' sloshing around it should be viable. However (there's always a "but") if it's already started germinating then no sound of water. Check to see if there's the tip of a growth spear pushing it's way through the husk. There's no point waiting for months only to find you've got a dud.
