Help identify this plant

Is anyone able to identify this problem plant? It has a large root system spreading 1-2 feet deep underground, about a half inch in diameter, spreading many feet in distance/area (5-10ft wide). It occasionally sends up these shoots. At first I thought it was Annabelle hydrangea suckers as I had one of those in the area, but I don't believe those have roots like this..? Google lens has not been helpful in identifying, and I'm hesitant to let it grow upwards more to get a better look at it - I don't want it thriving! It's very difficult to dig up given its root spread. Thanks for any help you can give!
