Looks like it's missing a row of shingles. Should be like your smaller window on the left.

What is wrong is that there should be at least 6" of separation between the pavers and the siding. You definitely have room to get that siding off the ground.

"The butt line of the starter course must have a minimum clearance of

6" with the ground surrounding the building." - Page 1 of the manufacturer's installation instructions.

"11. Window Finish Details (cont’d)

When a shingle is installed against the lower corner of the window

opening, the joint must be aligned with the edge of the opening.

For greater stability of shingles below openings, apply glue to the

back and nail the bottom corners. Pre-drilling of the shingles may

be required. [FIGURE 18]"

It appears they got this wrong in your first picture.

I looked at the installation guide too, but it says 1” clearance from a deck or patio.
