The first thing to do is draw proper contour lines. Some of the examples given here are terraced by cutting strsight lines across the slop. It‘s bad engineeribg snd sesthetics. aesthetics. To see what I mean google terraced rice paddies in Bali or anywhere else.

Check with your local zoning office for any Hillside zoning laws and restrictions. You will probably need a survey with elevation and contour lines and have any retaining walls designed approved/stamped by an engineer. A permit will be required. You don't want your neighbor's houses/pools to slide down the hill during the next rain storm!

I used to live in LA and we needed permits and engineering for our retaining walls on a much smaller slope.

Plant dwarf fruit trees near your own patio. If you plant them where they block the neighbors' views, it will be trouble.

A hillside permit, survey, and engineer will be needed. This is an expensive project, IME.
