that is a proliferation. You can plnt them in good potting soil or dirt and you can have a plant identical to the one where it grew. the small white projectiles are roots.

I like to leave about an inch above and below the base of the prolif to help anchor it in a pot until it roots. Some daylilies regularly make proliferations and some are more reluctant to do so.

Once I learned they could become new plants I googled them and read exactly what you suggested Nancy, and potted them up. 15 in all. Some very small, won't be surprised if those don't survive. Very fun to have learned something new.
