It depends on if you want an unusual color or not. I love my Koko Loko, it is a heat champ over 100°, blooms constantly compared to most of my roses, but I like the purple gray brown color.

If you're upstate NY you're probably zone 5. Neither of those roses is tremendously robust but mine of both varieties has survived my zone 5 winters if grafted. Own root for me struggles for both. I prefer Koko Loko because I like unusual colors, but it's a rose that stays relatively small. the russet/purple tones only show in cooler weather and in high summer it's a vague lavender cream. Over the Moon is bigger but I never see the edge of the blooms that is supposed to have a pink rim. It's a nice enough creamy yellow but not notable for me.

I have a Koko Loco plant...I think it's grafted. It's in a pot, has been for years, and is in too much shade but it has bloomed off and on anyway this summer. I like it a lot. Need to relocate it. So far it's hardy here ( zone 7a, NC) down to 4 degrees in a pot. I think I was skimpy with the watering this summer too and it toughed it out without a complaint. It might not be very vigorous but it is a good bloomer.
