The recessed light provides better bathroom light than a flushmount.

I have no idea why that would be . Do a nice flush mount disc LED 4000K you will get a ton of light and If you want oreder one that is capable of being dimmed if needed .

If you get enough light from what you already have, keep it.

Yes a flush mount would look nicer.

The art is a bit small for the room IMO. If you paint the wall it might look like it fits better.

A recessed downlight will provide an 'arc' of light on the wall with the framed art.

A flush mount light would call even more attention to the conflict on the ceiling.

If this is a Powder Room, the recessed light is not even needed. Really, it's not needed in any situation to light the top of your head when sitting on the toilet. If it's a full bath, the register is in a poor position and would conflict with an exhaust fan.
