Concrete is virtually impervious to water anyway. So I 'm not sure why one would cover it with water-sensitive wood siding. If you're still concerned over water penetrating the wood and then the concrete, simply use 60-90lb building paper over the concrete.

I agree with worthy that a concrete home in your climate zone will be more sustainable without wood cladding. I'd coat the concrete with an acrylic stucco as exterior cladding. If you insist on wood, the concern shouldn't be the concrete, but how to ensure the wood cladding dries after significant rains to prevent mold, mildew, and rot. Check with local contractors to see what works.

FWIW, my in-laws' family home in JA. is concrete with stucco. No water problems. (Not counting inundation during Hurricane Gilbert, which tasked ms. worthy with catching fish in the living room. )
