No, that is not a rift cut. Rift cuts have a lot of salvage in order to get very straight grain in the wood, mostly its done in furniture making where that is desirable in matching legs, etc. You would not see the center of the tree in a typical rift cut.

I thought so, but they kept insisting this is rift cut oak and now I feel confused. What I normally have with the rift cut is not the one I attached in this post.

This is great pic of rift sawn oak slab doors on cabinets actually nothing like what he is trying to pass off . Contractor for what ? IMO if this is the best they can do get a new contractor
