My overall recommendations are based on creating more of a connection of the entire area, complementing the flooring by not being too busy (and keeping your dog in mind). The DR rug is too small/not the right look, so it would be a good time to coordinate.

Use a similar style rug in DR to create a connection; a neutral won’t conflict with the art and will work well with the chairs.

IMO you need color in the rug that ties all the colors you like into it. I would then choose one of those colors for the DR rug with no pattern or no rug.something like this for the LR

The dining room rug is beautiful, but is way too small for the space. The chairs need to sit on the rug and be able to be pulled out still sitting on the rug. Could your dining rug fit in the living room? Is it large enough for the living room? Maybe buy a new run for the dining room, or do without a rug in the dining area.
