Common issue with handscraped floors and uneven sanded floors., The high spots do not hold too much or enough floor finish and wears away faster in these locations compared to flat surfaces. You can apply as many coats as you desire. Won't do you any good. Water will find it's level and go to low spots first.

Best thing to do is sand it all flat. and avoid hand scraped floors,.If, you want texture, get wire brush floors. If, you really want to keep the handscraped look, use a hard wax oil system. You will be able to re-apply without sanding.

Hand scraped look is good for beams and post only.

Looks more like the issue is faded wood between two rugs. It appears this is a product from Hartco and is 5" wide, solid wood. I suspect the wood isn't any less hard than your average White Oak. Considering it's solid Oak, it can be refinished.
