Just guessing, I think it might survive since the wood is green. I had one that had been planted too deep (according to my gardener ) , the wood was brown & dry underneath, i lost it.

How long has it been since it was planted ? Large trees are hard to make happy at once they need time to get over the shock and maybe it was not dug up properly or transplanted poorly. Too little info I have aread a bit sbout them and they do not transpalnt well . This is your neighbors tree so really they should be the ones aking.
