You can have a number of things going on at once. The first suspects are spider mites, and they are nasty. They like dry foliage and heat.

There are many ways to approach their control, unfortunately there is not a reliable organic method that is effective that I know of.

Have you examined the leaves' undersides for mites? They are hard to see, but using a magnifying glass will help.

Seems to be helping. The white leaf edges had me thinking mildew as well but not sure.

I would remove all damaged leaves, water consistently and not use fertilizer for some time.

Get a lab soil test done. It looks like some of the various nutrient deficiencies, but I've never been able to ID them.

How much rain have you gotten? We've gotten a lot, and some of it has gone south of us. It can do strange things.

It's worth using Azomite at 1/2 cup per mature bush. Work it into the top of the soil gently and broadly applied, but not beyond a rose's presumed root zone perameter. Azomite is mineral rich.

Looks like 100 % Spider Mite Infestation to me . I get them a lot . in hot & dry weather . You should cut off those leaves and spray the bush with a strong stream of water daily for a few days to disrupt their cycles . And spray with Spinosad every 2 weeks . You can use :
