It is Magenta rose I believe. It is about one inch across.

Weed killer overspray/drift on roses looks jus like it does on weeds. Gnarly, twisty, discolored stems, leaves, and flowers are symptoms. Good care, watering generously, and hoping for a good recovery are all you can do.

If Rose Rosette Virus is confirmed, by seeing: condensed growth, hyper-spination, red cast, shiny crinkled foliage, and thicker stems emerging from thinner stems, then the bush must be removed, quickly and carefully, too.

RRV and herbicide overspray resemble each other, but very soon an oversprayed bush, if brought back to good health, will return to normal looking growth. A RRV infected bush just continues to decline until death wins out.

For now, that's what I would do, except for stepping up watering and light liquid feeding. I hope it's nothing more than herbicide overspray.
