nope, if it was rrd the leaves would be much thiner and rattier looking, the cane would be completly covered in thorns and it would kist look really off. This just looks like a big flush of new growth. If the new leaves are just red but the size and shape look the same as the older growth your'e good :)

I agree - it's fine. Some roses have routine red growth for new foliage in the same way some plants (like Japanese Maples) have new growth and autumn leaves that are red, naturally. Those red leaves will gradually morph to green as they get more mature.
