It's definitely a bad case of rose slugs. I wonder if the rock mulch is helping to contribute to it? I have noticed that roses that I have growing next to my stucco house often have far worse rose slugs than those grown more in the open. There is a regular member who gardens in Colorado who uses rock mulch, and I don't remember her mentioning rose slugs. Her name starts with a bunch of mmm, and I tried to tag her on this, but it didn't work. Maybe someone can tag her.

That's one of the worst cases of rose slug damage! That poor bush has barely any leaves to conduct photosynthesis, without which it is doomed. Bayer advanced Complete Insect Killer, sprayed every two-three weeks will do the trick. If your rose slug is a one crop infestation (only one life cycle a season), or a repeater ( one life cycle after another for a long season of infestation), you will find out soon enough after you start your first spraying at spring leaf out, BEFORE YOU SEE ANY ROSE SLUG DAMAGE!

If it's just one life cycle a year then two consecutive sprayings, 2-3 weeks apart, should do it. After your second spray then count 2-3 weeks and look for new damage. At that time if damage recurs, you have repeating rose slug life cycles, possibly recurring through fall. Just keep your spray schedule going for a while longer. Then test again and again until no further damage is seen. You will lick this plague.

I don't think you have an aphid infestation at all, but the same Bayer product from above will knock any aphid issues down good and proper.

Dead head that bush. Get those rose hips removed too, ASAP. They're sapping its precious, limited energy!

Use insecticide granules at very beginning of rose season when first see nodes start to kill grubs/rose slugs. Then spray as often as needed, for flying saw flies larer when they mature. .

Organic Choice: I use EcoSmart granules (or Ecologic granules) Insect Killing granules, tossing them in beds & all over grass. EcoSmart granules has Thyme & Wintergreen mint oils . Other EcoSmart products have peppermint. They smells very minty strong-but nice. The minute you toss granules out the bugs in the air (clear away-they are instantly gone. They don’t like mint smell.) It smells really nice, too! Love it! It’s people , pets, environmental friendly. Water & walk on instantly. I use it maybe once a month, but toss it out anytime. Fabulous for many insects contro such as , fleas, mosquitos, spiders, antsNYS, ticks, some grubs, many more…, too. (May control saw flies?)

Sevin granules are very effective for a synthetic choice. Apply every 3 months.

Using granules in the soil beginning of season kills grubs/rose slugs as they start to feed. Follow directions for repeat application if needed few months later. .

Another Note:: ORGANIC eradicate Japanese Beetles: Try Milky Spore Powder , 1 treatment, for JB s-lasts 10 years. ! I may try-I hear it kills JB grubs. Or daily soapy water suds method for flying JBs-refer to directions.
