Probably, but looks like torture for the rose and gardener.

Right?! I want some basal breaks from a couple of roses, but neither of them are flexible enough to do this.

I might try this with one of my smaller rooted cutting. It would be hard for me to cut off so much.

SHEESH! Not a process (or even an outcome, really) I'd go for.

This looks like good advice for landscape professionals if they are trying to ready a deck or patio with lots of roses in pots for a wedding, or other kind of party, and they have lots of time. Not something that looks at all dooable for a rose growing in the dirt in a garden. I do have a few roses in large pots, but those canes would break if I tried to bend them over that far. Interesting, however.
