I think there's always hope when you still have green canes. I'd trim off the dead/dying parts of the plant. They aren't doing anything to help keep it alive. I've indicated where I'd prune it in this photo. My instinct would be to repot it in a slightly larger pot and then see if it starts pushing any new growth. Refrain from overwatering it while it's essentially leafless.

There are gardeners on this forum who are far more experienced than I am, so they may have better suggestions.

What's the variety's name? If it is very commonly available you could just dispose of that poor wretch. If rare, work with it.

First thing: Do not prune anything, yet. When it shows strong recovery symptoms, then prune away what doesn't belong

Second thing: Up pot to the next size plastic pot, disturbing the current root//soil mass as little as possible. Use top quality potting mix.

Third thing: Place the freshly up potted rose in shady spot where direct sunlight hits it for no more than two hours a day, preferably morning or evening direct sun, not high noon sun. The rest of the day just bright shade, no direct sunlight.

Fourth thing: Water only, no fertilizer until good new growth is seen, and then only 1/2 strength liquid feed. Water as needed, but not excessively.

When you get to this point, post back with photos.

Good news after basking in dry full sun, it has new growth on it today.

Yes, she hasn't gotten out much or read many books in her life or been to any colleges and was handed her job on a silver platter by her friend network.. It's especially cutting that she did that given I lost everything I owned including my 2 pets in a house fire 10 years ago. I have THE best luck though 🙄. I've already cried all I can in my life, at this point I just laugh.

Like, the newest problem is I have cute little reindeer eating every rose bud I have on 20 bushes I haven't gotten any bouquets this year I just write it off as "special first year in the ground pruning sessions".🙄🙄🙄lol

Try a good deer repellent like Deer Out, available on Amazon.
