“New Addition Floor Is Higher

I’m trying to understand whether this was a contractor mistake, framing/design mistake, or something that should have been caught before construction.
My existing house floor system appears to be framed with 2×10 joists. The new addition was framed with 2×12 joists, and now the new addition floor is about 2 inches higher than the existing floor.
My question is: should the contractor/designer have matched the existing floor height before framing the addition? If the existing house was 2×10, should the new addition have been designed/framed differently, such as using 2×10 joists, lowering the beam/foundation height, or otherwise adjusting the framing so the finished floor elevations matched?
