Clean it up, renew the plants & pond and use it as intended?
It's got a nice MCM/Tiki feel - Would be great if it were brought back to it's original state.

I don't find it dull at ALL! Clean that puppie up and add some plants that interest you. That wall is PERFECT for orchids and if fish fit in the pond, they would be a fun addition :)

Like everyone has been saying, that's a really unique pond construction but maybe a bit dark?

The white pebbles might be a good idea, but I would also suggest adding actual lighting. There's some beautiful options that would brighten up the landscape elegantly.

I've included a picture of a rainbow light water stream, but even just lights installed in or around the pond would be great. Even a cheap light show unit (18 bucks!) at the bottom of your pond would be cool.

If you add more plant material to the area that will help. It just seems like it has been neglected. I wouldn't put white pebbles...there will be too much contrast with the other colour of "stone" (What is the material of the wall?). I would suggest planting some variegated plants that have some white in the leaves or other foliage plants that have colour and that will brighten up the area. I like the idea of orchids they could be placed into crevices on the wall. I would also add some taller plants either in the foreground (around the wood posts) or in the pond (water plants) which would soften the dark wall.

Wow! I would consider making the entirety of the wall a vertical garden. With a lit pond ( as PoolSupplyWorld mentioned,) it could be so interesting and would continue to evolve.
