I presume you mean thermafoil? No, they cannot. Thermafoil is specifically designed to repel anything and everything. Paint will not properly adhere to it's surface, and to my knowledge there are no surface preps that will change this.

I have had the same cabinets since I moved in to my home and I think it is about time for an upgrade. I have seen a lot of examples of people going for a stained look with painted accents, but I haven't seen anything like the ones you have here.
