This toilet is less than 17" high if that is the dimension you're wanting. I'm not really sure what you mean by a 19" toilet. Nor do I understand why you want it that height.

I find it hard to believe that San Francisco has a building code that only allows toilets to be 19" or less from front to back.

It probably has more to do with the clearance in front of the toilet. There are some wall-mounted toilets which are quite shallow in depth; are you able to install a wall-mount (plumbing in wall)?

The SF code requires a 24 inch clearance between end of toilet and the facing wall.

Turn the toilet sideways. But I suppose you have thought of that and there is not enough space.
