is that concrete poured right next to the pool wall?

I have the same pool installed in the same way. Partially in-ground. The specs required a 7" gap around three sides and 24" on the fourth. I haven't finished the surround yet because I can't decide on a look, and I like the way this looks. Just wondering what the material is that makes it look so snug?
