I agree with removing the shrubs. Encore azaleas or knockout roses would provide seasonal color in front of the house. The terrace idea sounds neat. There are lots of good option for plants that don't require a lot of maintenance. Coneflowers, day lilies, foxglove, for the sunny areas. Hydrangea for shade. Consider a dogwood or ornamental cherry tree for spring bloom as well
