Do a search for display lighting. There are many products designed just for this purpose. Check the specs to make sure it does what you want it to such as color temperature. Ideally look at one in a show room to see how the illumination "feels" and functions.

The best approach for lighting a wall painting is to light it from above and in front of the art, not from below. Typically uplighting is used to create a 'grazing' effect which is intended to emphasize the texture of the material such as stone. Ideally you will also want the light fixtures to be adjustable so that they can be directed onto the art work. The best light source for that is something that has a high CRI or Color Rendering Index (90+). Halogen sources will have the highest CRI (not related to color temperature), but there are some LED light sources that now have high CRI's as well.

Yes, but it could have a high CRI for the wrong color temp. so that needs to be taken into account. For a particular piece of art you may want a warmer light but with a high CRI. CRI is based off an incandescent bulb (or other "ideal" reference source) which can tend to be warmer (unless the reference source is "daylight"). Do your research to get what you want. I am not convinced of consistency yet. Many different styles to choose from. "Ideally" do your research then bring one home and try it out - switch it out using that fixture as reference if it is not what you want.
