I guess I am just nervous about proportions given that a 13' x 14.5' room is quite small. The couch is quite large at about 86" but I hate to replace given how many other budget priorities I have with this move. (IE New kitchen and fireplace).
I would love to add more seating as well if possible ex. a chair for relaxation and family seating.

If you place the sofa on the 14.5' wall you'll have about 30+" either side of it so I think it will work for now, and you should have room for a chair in the corner left of the window. Hold off on the built-in shelves until you can afford to change the sofa because you'll lose the 14.5' wall to the built-ins. Then you might want to consider a 4-chair arrangement with no sofa. Swivels or swivel/glider chairs would work well.

Interesting idea about the four chairs. i had not considered that. Given that I wanted the built ins to house a TV I had thought the logical spot for them would be on the solid 13' wall to the right of the window.
In any case, do you feel it works to put a sofa in front of a window? Not sure I have alot of options either way. Thank you for chair recommendations. Love the Lydia Swivel Glider chair.

As I said, the pano pic warped it so I assumed the solid wall was the 14.5' one. I made the assumption that the sofa would go there but since I didn't say "the solid wall" we went by the measurement and were on two different pages. You see how pano messes with perspective. SO, I was thinking to put the sofa on the solid wall until budget allows for replacing it with the cabinetry and 4 chairs. If you are installing TV now, put the installation on that wall where you'll need it in the future, and get long cords and cord chases to run them along the baseboard so you can have the TV in the corner left of the window.
