Plantation Shutter Dilemma for Dining Room

I am trying to determine if I should go with cafe style or tier on tier for the dining room for my plantation shutters. Is there a rule of thumb for dining rooms? I would prefer tier on tier so that we can get light and privacy but my husband is convinced half blinds (tier on tier plantation shutters) is the way to go. Can you advise
