I think you would have to make some changes to the deck. I would move the stairs so they were right across from the door, coming down in front by the garage door, and then have a sidewalk beside driveway leading to stairs. Changing railing to plexiglass or similar would be better so you can see door. Paint door a bright colour and make it look inviting by flanking door with potted plants and install larger sconces.

I agree with Marlene above--If you landscape the front so that you are led to the stairs and not the lower French doors it would be a start. It will define the space and lead people where you need them to go. I can't tell which is the front door on the upper level but I see a light at 2 different doors. Make more of a statement with the lighting that flank the upper door, even if you still need smaller lighting in other areas.
