If possible have the same type of window treatments for both windows.

I would add floor length panels to both windows, mount rod close to ceiling to add height and drama to the room. In the Dining area, add a stationary flat roman valance behind the panels and above the window, mounted at rod height and extends about 6" into window... If privacy layer is necessary, make the roman a functioning shade.
