HI -- Aubry -- Lucky you ! That view is amazing !! Arizona , right ? I think you will always be fighting the wind no matter what . To cut down on the wind you have to have barriers of some sort . How much are you wanting to put into this . You would have to build a structure that will go with the house style . Something like a shade house with sides but clear openings to see the view . Putting tempered glass panels all around would work but not sure about the look of that and the expense . Very heavy iron base furniture perhaps . I don't think you can bolt anything down because that would perforate the roof membrane , then you may get leaks . Are you sure that is patio /deck usable space . Because it has a lot of slope to it and there is just the roof membrane . Look around at some of the other house to see how they handled the problem . Not really sure what you can do or are allowed to do.

Yup Arizona. We wanted to put up a pergola style shade structure, and you're right, that is the roof membrane, and it's probably not wise to put super heavy stuff up there. You think I should make built-in storage for some nice folding chairs? I'm really bummed about my swing not working out up there, it was fabulous for stargazing....

HI -- Aubry --- Do you think you could attach a rustic style storage cabinet of sorts to the wall . That can hold and store away the things you want . It would have to just rest maybe with some legs only the front for support but bolt to the wall . Might work for you and it could look attractive in a Arizona style .

If you put down 3/4" thick porcelain pavers over the flooring (supported by rubber pads on each corner so the membrane doesn't get damaged) not only would you get a gorgeous floor, but you could put heavier furniture on the rooftop without worrying about damage to the surface. A couple of colors of pavers are shown below as an example.
