rustoleum has a special paint for plastic. i would for sure use that. i think its called fusion. made just for plastics

Have you tried a Mr. Clean Magic Eraser on the paint? They are miracle workers.

I'd try it on a part that doesn't show first though to make sure it won't damage the finish.

Go on the website for THE FINE PAINTS OF EUROPE. Joseph highly recommends them for all his difficult refinishing projects. Chairs of this precious vintage in this pristine shape deserve better than Rustoleum for plastic UNLESS of course you are letting a pro do some major prep work and do the painting for you.
