AC Condenser Unit Location Rules

I want to move the AC condenser units from a very public location on my property to a less noticeable area of the property. The problem: The house was built in 1950 and is only 3 feet from the neighbors fence on the left side and there is no rear area to put them. Can you locate AC condensers in a side alley of a house that is only 3 feet wide if you elevate them so that you can pass beneath them? I can't fine an ordinance for this in New Orleans. Thanks for the help
