Is it paint or paper? If so can you provide the details as to either how the paint effect/color was created or the brand and style/color of paper?

Yes, I'd be glad to answer the question. The walls have a painted treatment. We worked with the painter closely to develop the sample and he worked for a week on scaffolding. The objective was to create an old plaster look Glad you like it.
