Yes this ceiling is tin panels .... design in center and fill tiles in tin too ... The finish is antique rust with an accent antique gold ....

What are the dimensions of the center piece for this ceiling with the border but not including the filler tile? Looking at the website, it looks like the center comes in two pieces: CEILING PANEL: 352, 2x4 PRICE: $39.00 HEIGHT: 24 in. LENGTH.

That is correct, the Center No. 4352 is made from 2 panels that are 24in x 48in each for a total size of 48 in x 48 in. See http://wfnorman.com/tin-ceiling-showroom/center-4352/ If I understand you, the border appears to be made with half of panel no. 176 http://wfnorman.com/tin-ceiling-showroom/ceiling-176/ and one section of panel no. 700 http://wfnorman.com/tin-ceiling-showroom/ceiling-700/ which would add a foot all the way around. This ceiling is a little different from what W.F. is saying..... Center design is created by 8 different pieces.......put together to achieve the design ......
