Not sure how much space you have, it's difficult for me to see, also I dont know what else you have in the garden but why not
Build a small deck, with some small stairs (probably angled) but just to give you some height then have something like this pic against the fence.

Green giants grow three feet a year. Would makr a great privacy screen.

That corner of your yard would be a lovely place to plant a tree :)

We used the Thuga green giant arborvitae along two sides of our property to create "walls" between us and neighbors. Each grouping used 5 green giant trees planted in a zigzag configuration. They do grow about 3 ft. Per year and look amazing. I also planted some roses to create a low focal point. I think if you paint your fence the same color as the neighbors shed, it will help them to blend together and would make a nice background for the tall shrubs.

One other idea - I just noticed the beautiful flowering tree in your photo. Maybe consider adding a row of those along the fence. It is beautiful". What is it?

Out ficus nitida are 2 stories high- we love the wall of green it has given us, not to mention the shade and privacy

We had the same issue and opted to plant 4 clumping bamboo trees along the fence. Although bamboo grows fast, we started with large trees (approx 20-25 ft). They are a gorgeous wall if green! So pleased with our choice!

I like the bamboo idea. But what I'd want to do, is put it in a raised bed to give it a few feet of headstart off the ground- perhaps cinderblocks with a natural stone cap. You could then use any kind of bamboo and not worry about it taking over the yard. I've heard Moso is a fast growing thick variety. Then I'd spray on moss to the cinderblock side of the planter... now you've added some green with an Asian flare! You could work a bench into planter as well. I love what you already have. do you have poor or good soil plandt a mock orange shrub beauiful shrub 6/8 feet tall 2/3 plants maybe take 2/ 3/4/5/6 years but once establied so fragrent sorry about spelling or like other person bamboo screen trellis then roses compassion climber good hardy and very fragrant. or even budliia. grows any where i have garden all hardy shrubs roses mexican orange blackcurrent shrub would do well too. or even blackberry shrub himalayian good hardy very fast growing.

That Shed may be over the height limit. In the town I live in it would be too large to be allowed.

do not plant bamboo.. a neighbor did it and it overtook the surrounding houses...we are going to take him to small claims court so he can pay to get rid of it in our yards.

I wish I could send you our overreaching HOA. They would gleefully address this and it would give my neighbors and me a break.
