question on sprinkler system

Hello I have bought 2000 sqft unfinished space in an 100 plus year old apartment. I have a problem with sprinkler system. Seems there is not sufficient water flow to incorporate a sprinkler system, and I was wondering if you had any such problems, and how did you solve. Thank you.
