Are the slats over the window louvered?

Hi,
Can the slats over the window be moved, or are those static? I have a western facing window that desperately needs some sun shade without block the view all the time, and inside blinds are not the best solution.

They are not moveable but could have easily been made to do so. The only drawback is that you would have to go outside to change the angle.
