roots on stems

I see roots growing from stems of some budding peppers (indoor). They have plenty of pot for sure so my only question is: Is this a sign of not enough fertilizer so there trying to make more roots to go get more food? simple as that. I still cant get it out of my head maybe there not "seedling" anymore so maybe I should go full strength every watering or is that a bit much? (foliage pro). i've been doing half strength every other time or so. thanks. by the way theres countless pages online that say peppers cant grow roots from the stem.... funny. Its not that planting "deep" would hurt them in my opinion (not nessacary though to me) but I've read flat out "they wont grow roots like a tomato." They probably wouldn't be though if there wasn't a dip like me taking care of them ;). thanks.
