Sweets? Often it is varietal and growing conditions related if you are talking about home grown peppers. Many varieties of colored peppers can be grown in the home garden that, when given the ideal growing conditions, aren't especially thick skinned.

Store bought sweet peppers are varieties bred for thick skins for shipping and that plus the artificial ethylene ripening used can result in the thicker skins. And chewy vs. crisp in a store-bought pepper often means it's old IME.

I'm not sure what you mean by colored peppers. Most peppers start out green and change color when they ripen. They may be sweeter or hotter when ripe, but they don't get thicker flesh. Like Dave said, thickness is determined by the type you grow.

What do you mean thick skin? I grow Green, Red, Yellow. orange anf blue peppers and have not noticed any thick skin ones. Try to fertilize either with organic fertilizer or with fertilizer which is low in nitrogen (the first number)
I just bought two bags of chicken poops and two bags of rabbit poops. I could not find peogen poops which water millon loves the most.

Some varieties of hot pepper have a thicker skin than others. I'm thinking of Bulgarian Carrot in particular, it is a fact I've seen included in its description. But I'm inclined to agree with Dave that its probably related to growing conditions. A thicker skin is the plant's effort to conserve water, so I would look at water stress, heat stress, and wind stress.

I agree that heat stress was probably a contribuiting factor. A couple of years ago I was down on the Gulf Coast when summer came on early and hot. The beautiful cherry tomatoes grown by a neighbor were Sweet 100's but they had tough outer skins that made you want to chew and spit -- not a typical varietal characteristic.
