Self Watering Container Troubleshooting

I just built some self watering containers for some tomatoes I'm growing and I've had them filled for a couple of weeks now and cannot seem to get the soil to actually soak up the water so that it's distributed to the plants, which are still quite small. I used a regular potting mix and added some perlite to it. I filled the reservoirs with water about a week before I got the plants and the water level in the bottom hasn't gone down at all. When I planted the plants, I ended up watering them from the top since the soil was still fairly dry up there.

Does anyone have any suggestions as to why this might be, or how I might fix this? I followed the plans exactly and the basket I used as the wick has plenty of holes and openings.
