Pepper project

I'm involved with a pepper project on campus and I was planning on using drip irrigation. Normally, the drip tape or tubing would be below surface and this protects it from critters chewing on your drip. A knowledgeable person suggested yesterday to skip the bed shaper (since we'd have to borrow it anyway) and just till in organic matter, lay irrigation lines and cover with white plastic. Then all you have to do is poke holes where you want to plant. I thought that sounded like a really great suggestion because it's within our means to do all that. Since we'll only have 1 - 2 students to manage an acre worth of peppers, I don't think they could keep up with the weeds otherwise.

My question is, has anyone every used plastic in their beds? I've never seen sheets of white plastic and haven't Googled it yet either but never seen it in Big Box stores. I'd like to use newspaper but I bet that won't keep the critters out.
