once on the ground aphids have dificulties with the terrain so basically cannot move anywhere or far at all, also they are usually there because of ants who have a symbiotic relationship with them and the ants can't transport the aphids over the ground back to the plant.

so for the water trick to work you may first need to move the ants on, even for any application to get rid of aphids if the ants bought them then while the ants are there the aphids will be bought back.

As Len said they can't move and dessicate and die quickly when off the plant. Only the winged ones can get back to the plant.
