Sounds more like a lack of any real killing freeze. Where are you located? How cold has it gotten this winter? Lack of chilling usually causes delayed bloom and foliation.

I'm just NE of Austin. Lowest temps the last few winters have been about 19-20 degrees in my backyard which faces North and where the tree is located. So far this year, its been about 25 for the low, approx. I'll see how it handles the icy weather we are expecting tonight and tomorrow.

Did you eventually get fruits on the almond tree. I live in Austin

Almond trees require a dry arid place to fruit properly. That is why nearly all almonds are grown in California or Arizona in the US. About the only place that they might produce in Texas would be around El Paso. You would have better luck with peaches or apricots.
