Lots of posts about this question recently that a search would pull up for you. But yes, pick off the flower heads. It won't make much difference but will help some.

Winter storage depends on the variety and whether you used plants or sets. Normally earlier planting is required for storage onions. You can plant some this fall for over-wintering in the ground.
